The Swedish government should be censured by the full European Court of Justice (ECJ) for breaking EU directive 89/662/EEC on health controls for livestock, meat and dairy products being moved between member states, an ECJ advocate general has said.


Philippe Léger has backed the European Commission in branding illegal a Swedish national law which insists on Swedish veterinary authorities being warned at least 24 hours in advance of an impending shipment of these foods or farm animals. He said the Swedish government was being overly bureaucratic and had “failed to meet its obligations under the directive”. The full court usually accepts the arguments of its advocates general.
