The paper has claimed that a government report that accompanied the new decree cites bio-terrorism fears as a reason for making its decision.


Reaction to the decree, which forbids the sale of unwrapped baked goods such as pastries, doughnuts and half-loaves of bread, has divided the country. Those who oppose the decree include several politicians, retailers and a great many members of the public. It was previously reported that the reason behind the decree was to raise health and hygiene standards.
